What is the Union Information and Services Center?
1. Background:
Free flow of information is one of the prerequisites for empowering the public. It is possible to make positive changes in their lives, especially through ensuring information flow between the disadvantaged people. The involvement of the local government organization is essential to ensure people's empowerment by reaching information services among the mass population at the grassroots level. In this endeavor, steps have been taken to establish 'Union Information Services Center (UISC)' at the union level of local government department. UISC is a state-of-the-art information center (telecentre) - the purpose of which is to ensure information services at the doorstep of the grassroots people. Significant benefits to UISC include: Internet connection for communication at home and abroad at a very short time and low cost; With the help of information super highway, the convenience of sharing knowledge and science by browsing hundreds of thousands of websites across different parts of the world; Information and services related to agriculture, health, education, law and human rights, employment, market, various government forms, etc. in VVO, audio, animation and text formats in offline databases; There will be less cost-effective computer-related training and computerized business services, such as low-cost composite, printing, photocopying, phototope and scanning.
2. Relevance
'Digital Bangladesh' is one of the main election pledges of the current government. To implement this commitment, it is absolutely necessary to ensure free flow of information at grass root level, which is possible through the establishment of UISC. Besides, the UISC programs can also play a significant role in achieving the government's Right to Information Act 2008. Meanwhile, the government is committed to providing information technology services among the public as one of the key signatories to the World Summit on Information Society (WSIS) Plan of Action- 2003. To achieve the goal of the government's poverty reduction program, it has been given importance to ensure free flow of information. So by 2020, every union council in the country will be able to play a groundbreaking role in the field of knowledge studies and to develop the center of all development activities.
